ORDINANCE No. 5 of 1922.

(EMERGENCY

REGULATIONS).

WHEREAS the Governor in Council considers that an occasion of emergency or public danger continues to exist justifying the exercise of powers conferred by section 2 of the Emergency Regulations Ordinance, 1922:

NOW THEREFORE by virtue and in exercise of such powers the Governor in Council makes the following regula- tion which shall be added as regulation 21A to the regulations made under the said section 2 on the 28th September, 1938, and published in the Gazette of 7th October, 1938, as Government Notification No. 775:-

21A. (1) The Colonial Secretary may, by command of the Governor, in writing require the publishers and editors of any newspaper to submit to the Commissioner of Police, or such other persons as the Governor may authorize, for censorship prior to publication or distribution two or more copies of every separate placard or display-sheet purporting to contain, in any language other than Chinese, an announce- ment of the contents or of a portion of the contents of the said newspaper.

(2) Any requisition under this regulation may be either for a limited or for an indefinite period and may be revoked, suspended or reimposed at any time in writing by the Colonial Secretary by command of the Governor.

(3) No person shall publish or distribute any placard or display-sheet required by this regulation to be submitted for censorship until the copies thereof have been approved and passed by the censor.
